The World Builder can handle many actions without the need to tell it how to do it. It can turn things on and off, make them disappear or snap to a snap field, etc.
However, for more complex functionality you need to familiarize yourself with the Logic Editor. Click on the symbol below to open the Logic Editor

In the center you see a blank grid, the Work Space, which is where you create and arrange nodes. At the top you see a “Comment” button and a search field

The Comment button allows you to draw a colored rectangle around an area on the work space. You can give this comment a name and additional text. A comment can be dragged including the nodes inside or without affecting the nodes inside. It can also be resized.
To the right are two areas titled “Object Hierarchy” and “Vars & Signals”. The objects in either of those areas can be dragged into the Work Space where they will appear as Nodes.
The “Object Hierarchy” lists all the objects in your current location. For more about objects, see the “Location Manager”.
The “Vars & Signals” lists all the variables and signals defined for your world. For more about Variables and Signals, see the “Signal Manager”.
